Elgeyo Marakwet - Maina Chemworor Road
a) Introduction
Maina-Chemworor Project is located in Sambirir Ward, Marakwet East Sub-County in Elgeyo Marakwet County. It is a 9km project funded by the County Government of Elgeyo Marakwet at a total cost of KShs. 20,000,000.00. The Project works began in the financial year 2015/2016.
The road links two shopping centres easing transport costs for area residents and to facilitate transportation of farm produce.
b) Citizen Engagement
The Elgeyo Marakwet County Anti-Corruption Civilian Oversight Committee (CACCOCs) undertook a public baraza with the residents of Sambirir to sensitize the locals on the six stages in the project cycle and corruption, corrupt practices prone areas at each stage of the cycle and preventive measures. A total of nineteen (65) beneficiaries attended and were sensitized.
c) Results
Based on the awareness created, the beneficiaries participated during the project implementation. They assigned two elders per day to supervise the project and guard against pilferage of project materials. Additionally, the construction workers were provided with food items to ensure proper utilization of time during project construction.
Consequently, the road was constructed and completed on time, and the project utilized only KShs 4,500,000.00 out of the total allocations of KShs 20,000,000.00. The beneficiaries made a savings of KShs. 14,600,000.00.
West Pokot - Sigor Moino road
a) Introduction
Sigor Moino project is a 24Km road project located in Muino ward , Wei wei Sub-county in west pokot. It was funded by the National government at a total cost of Ksh. 1.88 billion in the financial year 2022-2023. The project is still ongoing and is 44% complete.
b) Citizen engagement
West Pokot CACCOC members undertook a social audit and public reporting forum with the beneficiaries of the project 20th February 2024. A total of (101) beneficiaries attended and were sensitized on the six stages in the project cycle and corruption, corrupt practices prone areas at each stage of the cycle and preventive measures.
C) Results
Kajiado County - Project - Kajiado Level 5 Maternity Wing
a) Introduction
Kajiado Level 4 Maternity Wing Project is located in Township Ward, Kajiado Central Sub-County in Kajiado County. It was funded by the County Government of Kajiado at a total cost of KShs. 96,000,000 in the financial year 2018-2019. The project is in line with the health goal of ensuring health services is accessible, affordable, quality, equitable and client-centered. The project
The beneficiaries prioritized the project for easy access to safe maternal and pre and post baby maternity health care. Also, the women used to travel long distances to seek delivery services, resulting to risking mother and baby lives. The project scope included excavation, reinforcement, stone works, roofing and supply of maternity equipment.
b) Citizen Engagement
The Kajiado CACCOCs members undertook the social audit in the year 2019 before the onset of the COVID-19 pandemic. The audit was undertaken before commencement of the project implementation because of high public interest. At that time, the County Health Management Team had not set up Project Management Committee and the beneficiaries did not understand the project cycle and corruption.
c) Results
The awareness that was created during the social audit activity was pivotal and resulted to the following interventions: -
- A Project Management Committee was constituted and members elected to work closely with the Health Department in oversighting the project and reporting back to the community
- Period updates and reports from the County Health Teams and Contractor were disseminated to the beneficiaries
- Recruitment and deployment of health personnel
There was value for money and the project is serving the intended purpose.
ii) Project – Eselenkei ECDE Classroom
a) Introduction
Eselenkei Early Childhood Development Centre (ECDE) Classroom Project is located in Ilmukatani, Poka Kenyawa Ward, Mashuuru, Kajiado East Sub-County in Kajiado County. The project was funded by the County Government of Kajiado at a total cost of KShs. 3,000,000.00. The project was high priority and was implemented in the financial year 2016/2017.
b) Citizen Engagement
The CACCOC members undertook a social audit to educate a total of beneficiaries that attended on project cycle and the corruption, the corruption prone areas and preventive measures and actions to mitigate.
c) Results
Based on the education, the beneficiaries of the project recommended that the County Government demolishes and reconstructs the classroom because it posed a health risk to the learners. NACCSC wrote a letter to the County Government forwarding the social audit report and recommendations for action. Further, informed by the fact that citizens are hardly involved public projects during implementation, the beneficiaries are also planned to organize public barazas to elect Project Management Committee (PMC) members to oversight all future projects within Eselenkei.
