- Kyambui Water Project – Mbooni
Introduction
Kyambui water Project is located in Kyuu, Nzeveni, Mbooni in Makueni County. It was funded by the County Government of Makueni at a total cost of KShs. 4,469,612.17 in the financial year 2018/2019. The project was a high priority in line with the Makueni County Water and Irrigation goal of access to clean water and sanitation.
The project supplies water to 2,400 individuals in 8 villages in Nzeveni sub-ward.
The Scope of works included: -
a) Spring Protection fence;
b) Construction of Intake Chamber;
c) Construction of 25CM Sump;
d) Construction of pump house;
e) Supply and installation of geneset and Pumping system;
f) Construction of 50CM masonry storage and distribution tank;
g) Construction of rising main and distribution pipeline network; and
h) Construction of 4No. Water Kiosks.
Citizen Engagement
The Makueni County Anti-Corruption Civilian Oversight Committee (CACCOC) undertook a social audit and public reporting forum with the project beneficiaries. The beneficiaries comprised of the Project Sustainability Committee (PSC). The PSC is a team of community members elected by the project beneficiaries to represent them in the day-to-day running operations in the utilization of the project handed over to them. The PSC also ensures the project continually meets the needs of the community efficiently and effectively.
A total of 150 beneficiaries attended and were sensitized on the six stages in the project cycle and corruption, corrupt practices prone areas at each stage of the cycle and preventive measures.
The CACCOC members also advised the PSC to finalize the transfer of land ownership of the parcel in which the project is located to a public utility to avoid future wrangles with members of the community.
Results
Based on the awareness created, the residents of Kyuu linked the CACCOC members to Nzeveni ward development committee and the ward civic educators so that future PMCs and PSCs can be educated on the project cycle.
The CACCOC led exercise also led to the successful decision by the county government to install solar panels for the project managed by the PSC as a way of going green as the generator would no longer be needed.
- Mbukani Micro-Irrigation Project – Kibwezi West
a) Introduction
Mbukani Micro-Irrigation Project is located in Nguu/Masumba in Makueni County. It was funded by the African Development Bank through the Ministry of Agriculture and administered through the Makueni County Government at a total cost of KShs. 18,000,000 in the financial year 2021/2022. The project was a high priority in line with the Makueni County Water and Irrigation goal of access to water for food security.
The project supplies water 30 households in two locations namely Nguu and Wolwo.
b) Citizen Engagement
The Makueni County Anti-Corruption Civilian Oversight Committee (CACCOC) undertook a social audit and public reporting forum with the project beneficiaries. The beneficiaries comprised of the Project Management Committee (PMC). The PMC is a team of community members elected by the project beneficiaries to represent them in the day-to-day running operations in the implementation of the project. The PMC also ensures the project objectives are met.
A total of 80 beneficiaries attended and were sensitized on the six stages in the project cycle and corruption, corrupt practices prone areas at each stage of the cycle and preventive measures.
The CACCOC members also advised the PMC to finalize the transfer of land ownership of the parcel in which the project is located to a public utility to avoid future wrangles with members of the community.
c) Results
Based on the awareness created, the residents of Kyuu and Wolwo with the help of CACCOC members activated and mobilized the relevant User Departments and stakeholders to ensure the completion of the project. The beneficiaries/households will be able to utilize the project once it is completed by the Ministry of Agriculture. This was not the case as the project was not completed. The project was a white elephant and was not serving the intended purpose.
