Background

The National Anti-Corruption Campaign Steering Committee (NACCSC) was first established by then Retired President H.E. Mwai Kibaki, EGH vide Kenya Gazette notice No.4124/2004 as a multi-sectoral committee to oversee the conduct of a mass anti-corruption awareness campaign throughout the country, with a view of creating a nation that cherishes “zero tolerance to corruption” and insists on integrity, transparency and accountability in the management of public affairs.

In order to achieve this mandate and operationalize the “zero tolerance to corruption” policy, a number of initiatives were undertaken, including:-  The Anti-Corruption and Economic Crime Act ,CAP 65, Kenya Anti-Corruption Commission Act,2003(repealed) and Public Officers Ethics Act, CAP 185B were enacted. It was therefore, necessary to adopt a three-pronged approach incorporating investigations, prosecutions and preventive services and NACCSC was to focus on Preventive approaches through awareness creation campaign.

The NACCSC Secretariat was based at the then Ministry of Justice, National Cohesion and Constitutional Affairs (MOJNCCA) which was established in 2003 to lead in the reforms initiative. Chief among them, the formulation of relevant anti-corruption policies and coordination of the fight against corruption in the Republic of Kenya. However, in July 2013, the then Ministry of Justice, National Cohesion and Constitutional Affairs (MOJNCCA) was merged with the Office of the Attorney General (OAG) to form the Office of the Attorney General and Department of Justice (OAG&DOJ). NACCSC is administratively domiciled under OAG & DOJ by virtue of Executive Order No.2/2013.

The then Retired President H.E Uhuru Muigai Kenyatta, EGH on 19th September 2014 Vide Gazette Notice No. 67O7/2014 reorganized the Committee’s membership (renewed with additional membership) to include: the National Treasury, State Department for Devolution, Ethics and Anti-Corruption Commission (EACC), Inter-Religious Council of Kenya (IRCK), Maendeleo Ya Wanawake Organization (MYWO), National Youth Council (NYC) and National Council of Persons with Disabilities (NCPWD).
